How to integrate POS with FBR in Pakistan 2024

Before we discuss point of sales (POS) integration with FBR IT system, you should know the category of taxpayers for which this integration is mandatory. The integration is compulsory for Tier-1 retailers.

Before further reading this blog, you need to check whether your business falls under the category of Tier-1 retailers.

FBR has also approved venders who are allowed to integrate invoicing software with FBR system for real time reporting of sales and sales tax. But you can also integrate your point of sales without paying single penny by just following FBR guidance.

Steps of POS integration with FBR IT system

  1. Register in sales tax with FBR
  2. Go to FBR e-system website (e.fbr)
  3. Register for POS test run and test integration of your sales and invoicing system.
  4. Download fiscal software from FBR website (https://download.fbr.gov.pk/IMS_Setup/FBRIMS.zip)
  5. Install FBR fiscal software component
  6. Test data transmission between point of sale and FBR
  7. Configure and synchronize POS with fiscal software
  8. Final test run and now your invoicing system has been integrated.

Service Providers for POS integration

FBR has licenced service providers to perform integration, configuration and implementation of POS with FBR system. Only software houses and chartered accountant firms can obtain licence of service providers.

Licenced service providers perform integration, configuration and implementation of real time reporting of collected sales tax. Taxpayers can also install and integrate their systems themselves without need of hiring service providers.

Minimum required features of POS

Taxpayer may purchase point of sale from any vender, but it must have following features.

  1. Invoices has unique identification number.
  2. FBR tax invoice number, FBR logo and FBR verification QR code can be printed on invoice.
  3. Customer can verify via SMS or WhatsApp.
  4. Data transmission from POS to FBR must be encrypted.
  5. POS accepts credit and debit cards.
  6. Digital signatures of taxpayer can be printed on invoice.

However, FBR also certifies POS. FBR certified point of sale is integrated easily and it requires less technicalities for integration.

Minimum resources required for POS integration

  1. Microsoft Windows OS (Win 7 and above).
  2. Internet information services (IIS) must be installed.
  3. .Net Frame Work 4.5 or above required.

Technical aspects and requirements for POS integration

  1. Internet connectivity is required for integration.
  2. You may need to first test data transmission between your POS and FBR.
  3. Installation User must have the administrator rights.

Tier-1 retailers for integration of invoicing modules.

  1. Retailer will install the facility of debit and credit card reading machines at each outlet.
  2. Retailer will not refuse acceptance of payments through debit and credit cards.

How to install FBR fiscal Software component

  1. Run the Setup.exe as administrator.
  2. Select the complete radio option and click Next.
  3. During the installation, setup will prompt for POS Registration Number, Access Code, Test/Productions selection and Target Folder which is issued at the time of POS Registration.
  4. Press “Browse” button and select the folder in which software component will generate local files.
  5. Provide the required Registration No and press “Install” button.
  6. Click ‘Finish’ to complete the set up.

We recommend to install software in Drive other than C Drive for security purpose.

How to test POS integration before final implementation

  1. Go on FBR e-system website and register for the testing of your software.
  2. Download FBR Fiscal Data Controller (SDC) from FBR website.
  3. Install SDC on the same PC / laptop where POS is installed.
  4. Consume Restful Web service.
  5. Then generate dummy invoices and send them to FBR SDC.
  6. FBR SDC will send FBR invoice number, logo and verification QR code.
  7. In last, scan QR code and verify dummy invoices.

Data transmission between POS and FBR is performed in real-time.

Following information must be printed on invoice

  1. Business name or brand name, complete address of the business location
  2. NTN, STRN, relevant tax office, unique POS registration number
  3. Unique sequential invoice number, date and time of sale, mode of payment
  4. Item wise description, amount, tax rates, GST collected
  5. FBR invoice number, FBR logo, POS invoicing system
  1. Section 2(43A) of the Sales Tax Act 1990
  2. Rule 150ZEA, 150ZQZQ, of the Sales Tax Rules 2006, point of sale integration is applicable on only Tier-1 Retailers.

Conclusion

In 2019, FBR took initiative to ensure true and fair collection of sales tax. Retailers collect sales tax from end users. But this collected tax does not reach the treasury of the Government of Pakistan. 

For this purpose, the tax authority has set a criteria for retailers. The business that meets this criteria is designated as Tier-1 Retailer by the Income Tax Ordinance 2001.  Now, FBR is actively integrating such retailers with a centralized revenue system.
